Industry-Specific Background IMMEX & Steel Industry Track Record: Minimum of 5 years of hands-on experience working within the maquiladora (IMMEX) ecosystem , specifically inside the steel, automotive, heavy manufacturing, or metal-mechanic sectors . Cross-Border Trade Expertise: Proven history of managing high-volume, cross-border operations between Mexico and the USA (specifically land ports like Mexicali, B.C.). Audit Defense Experience: Successful track record of leading and defending corporations during SAT tax audits (Annex 24/30 verification) and handling queries or verifications from U.S. CBP regarding Section 232 or USMCA origin claims. Specific Technical Requirements Required Certifications: Proven experience leading companies with VAT/IEPS Certification (A, AA, or AAA modalities) and AEO (Authorized Economic Operator) status. Customs Control Systems (Mandatory): Expert-level operation of specialized Annex 24 software. Tax & Customs Law Expertise: Deep knowledge of the Mexican Customs Law, General Customs Rules (RGCE), VAT Law, and the IMMEX Decree. KPI Matrix (Key Performance Indicators) 0% tax credits or penalties resulting from SAT or CBP tax and customs audits. 100% monthly reconciliation between physical inventory, Annex 24 software, and the SAT portal (Annex 30). Required Education Bachelor’s Degree: Mandatorily required in International Trade, Customs Administration, Law, International Relations, or a highly related field. Postgraduate Studies: Highly preferred Master’s Degree ( Maestría ) or Corporate Specialization in Customs Law ( Derecho Aduanero ) or Tax Law. Technical Certifications & Licenses Annex 24 / 30 Expert Certification: Certified proficiency in specialized customs inventory systems (issued by recognized trade associations or software providers). USMCA / Rules of Origin Certification: Formal specialized training in regional value content calculations (RVC) and steel industry specific rules ("melted and poured").
